I suggest a “Starter Deck” which can be purchased most places that sell Pokemon Cards. It contains a pre-made theme deck that’s ready to battle with (it has the right number of energy cards, trainers, supporters, etc). It is also tournament legal if he wants to play in one.
There are many theme decks to choose from and if he wants to, he could replace some of the cards in the theme deck with cards he already has to “personalize” it.
A theme deck usually costs between $10 and $15 depending on how new it is. I would recommend getting him one from the newer sets like “Supreme Victors” or “Rising Rivals”, but really any of them would be fine.
One last thing to consider, about 4 times each year pokemon releases new cards and theme decks. Check with your local hobbie shop to see if they sponsor “pre-release tournaments”. If they do, and one was around the time of his birthday, you could spend $25 and get him a theme deck + 2 packs of cards and the people at the store would teach him how to battle! Its really a lot of fun!
    Hope this helps,
    Brian

Get him a few decks of cards. Don’t get him any shirts, or sheets, or pillows, or anything. Eventually, he will most likely grow out of that, and those would be pretty useless. Plus, if he ever grows out of pokemon, you could also sell the cards.
